President Obama is using his first Oval Office speech to outline a plan that he hopes will force BP to compensate individuals and businesses for their financial losses from the oil spill.

At the same time, tension is growing between the U.S. and Britain over criticism of the oil giant.

In this week's Washington Report on WQXR, WNYC's Kerry Nolan joins David Sanger, Chief Washington Correspondent for The New York Times, to talk about how the president is now trying to demonstrate his leadership in reaction to the oil spill.

Sanger also discusses the implications of the nuclear sanctions on Iran, and gives an update on Israel's response to the flotilla crisis.
